Your idea to ‘bring to the public domain’ a website that will allow anyone to use image recongition software is a good one.  Most of this ‘science’ is under development.  Such software is used in many applications that are science based (like cell recognition) but of course is private.  We found this site here in which a private citizen has offered the public codes to use but of course this manner is not user friendly and not applicable to 99.9% of the population.  It is interesting how many requests and comments he is receiving from all over the world!  I would say not only would this make a good website, it would be good software for the public to be able to buy and use for a number of applications.  I think were are simply in a ‘too expensive for Joe’ zone for now.
